for people knowing Paris a bit, there is a political conflict at that time on homeless matter.
Last winter they were given by french government some tents to sleep in because of decreasing temperatures (-10 to -15 C°). They are still using their tents but live just in front of La Seine, which is "disturbing" the nice picture of Paris...
To me this sentence was written by a homeless, symbolically.
